吴同文:光伏企业将暂停加工贸易业务

加工贸易可以节省税金、减少资金流，免除相关许可证件、加快通关速度以及规避贸易救济的功能等优点著称。

但我国的光伏企业在国际上一直受排挤，现迫于贸易壁垒，海关总署联合商务部很艰难地发布以下公告信息：

鉴于2014年1月20日对自美国和韩国进口太阳能级多晶硅和2014年5月1日对自欧盟进口太阳能级多晶硅采取贸易救济措施后，我国加工贸易项下多晶硅进口出现激增，商务部和海关总署决定自2014年9月1日起暂停太阳能级多晶硅（海关商品编号为2804619012、2804619013、2804619092、2804619093）加工贸易进口业务申请的受理。

2014年9月1日前已经商务主管部门批准的加工贸易业务（广东省企业以实际加工贸易手册设立时间为准），可在合同有效期内执行完毕。以企业为管理单元的联网监管企业可在2014年12月31日前执行完毕。上述业务到期仍未执行完毕的不予延期，按加工贸易内销、退运或其他规定办理。
